Upon eligibility approval, the Emergency Rental Assistance Program will pay up to a maximum of 3 months of past due rent. Financial assistance will only be payable directly to the landlord of the rental property. No exceptions!

Available Classes
Disaster Case Management
Disaster case managers work with partner organizations to address unmet needs through volunteer assistance, in-kind donations and accessing all available resources of potential funding, including FEMA appeals. Additionally, in some cases, financial support is provided to fund unmet needs not covered by insurance or other avenues of support. A disaster case manager works with each client to create a realistic recovery plan and discuss the types of assistance available based on the client’s individual situation and needs. Clients working with disaster case managers will need to provide documentation of insurance, FEMA, SBA and other disaster financial assistance received to date. Assistance programs vary in their focus and participation requirements, with household income being one consideration.
Community Action Partnership of San Bernardino County partnered with Catholic Charities of California for the DCMP program and began providing disaster case management for FEMA survivors in February 2024. Visit Catholic Charities' website to see all DCMP agencies. A closure date of the disaster case management list has not yet been determined.
Volunteer Income Tax Assistance (VITA)
CAPSBC's VITA site recruits IRS-certified VITA Volunteers to help eligible low-income families file their taxes for free and ensure they receive all eligible tax credits, such as the Earned Income Tax Credit (EITC), Child Tax Credit (CTC), Young Child Tax Credit (YCTC), and the American Opportunity Tax Credit (AOTC).
What is EITC?
This is a tax benefit for low to moderate income working people, which provides credit that offset any taxes owed and can provide a refund even if no taxes are owed.
