How to Apply for Home Weatherization

Effective immediately, CAPSBC’s Weatherization and Utility Assistance applications are paperless. All applicants seeking weatherization or utility assistance can now apply online at caliheapapply.com, where all documentation can be uploaded online, and no appointment is needed. If you require personal assistance or have a current shut-off notice, you are welcome to visit our San Bernardino office in person, so our staff can assist.  Otherwise, you will be directed to the new online portal.

Income Guidelines 

​Homeowners or renters may qualify for utility assistance if they reside in San Bernardino County and their gross monthly income falls within the guidelines below:

Utility Assistance Explained

HEAP assistance is provided as a credit on your utility bill for gas, electric, wood, or propane. Eligible applicants whose utilities are sub-metered or included in their rent will receive a check for the total amount they are eligible for. Credits are paid directly to the utility companies, or wood and propane vendors. Please be aware, that applications are processed in the order they are received, and applying for assistance does not guarantee approval.

Priority Points are calculated using household size, income, and energy cost. This process is determined upon final review of application.

Wood, Propane and Oil Assistance Program

Clients may apply for Wood or Propane by contacting us. It takes four to six weeks once the application is approved for the credit to be applied to your specified vendor.
